EU restricts all PFAS in firefighting foam — ships with foam aboard before 23 Oct 2025 get to 2035, everyone else 2030, and use conditions bite 23 October 2026
Commission Regulation (EU) 2025/1988 of 2 October 2025, inserting entry 82 in Annex XVII to REACH (Regulation (EC) No 1907/2006)
Okidač
Entry into force 23 October 2025 (published OJ 3 October 2025). Whether a ship gets the 2035 or the 2030 date turns on whether PFAS foam was already placed on board before 23 October 2025. Use conditions and labelling attach to a calendar date, 23 October 2026, not to a survey.
Primjena
Placing on the market and use of firefighting foam in the EU/EEA, including foam bunkered or serviced in EU ports. Ships are expressly addressed: military vessels and 'civilian ships with firefighting foams placed on board before 23 October 2025' hold a derogation to 23 October 2035.
Što zahtijeva
General rule: PFAS shall not be placed on the market or used in firefighting foams at or above 1 mg/L for the sum of all PFAS as of 23 October 2030. Derogation to 23 October 2035 for civilian ships with PFAS foam placed on board before 23 October 2025 (the Commission gave 10 years expressly because foam-system modification 'can only be carried out during drydock'), for military vessels, offshore oil and gas installations, and Seveso establishments. From 23 October 2026, any continued use under those derogations is conditional: class B fires only; emissions and human exposure reduced as far as technically and practically possible; separate collection of unused stock and PFAS-containing waste including wastewater, handled so the PFAS content is destroyed or irreversibly transformed; and a written 'PFAS-containing firefighting foams management plan' for the place of use, reviewed annually and kept 15 years for inspection. Also from 23 October 2026, foam placed on the market and stored stock/waste at or above 1 mg/L must carry the wording 'WARNING: Contains per- and polyfluoroalkyl substances (PFAS) with a concentration equal to or greater than 1 mg/L for the sum of all PFAS'. After changeover, fluorine-free foam in equipment cleaned to best available techniques must not exceed 50 mg/L sum of PFAS (para. 4, to be reviewed by 23 October 2030).
CII and EEXI: the review completed, reduction factors now run to 2030, and the CII guidelines were re-issued in 2026
Resolution MEPC.400(83), "Amendments to the 2021 Guidelines on the operational carbon intensity reduction factors relative to reference lines (CII reduction factors guidelines, G3)"; resolution MEPC.412(84), "Amendments to the 2022 Guidelines on operational carbon intensity indicators and the calculation methods (CII guidelines, G1)"; EEDI survey and certification guidelines re-issued as resolution MEPC.411(84) (2026 edition), following MEPC.403(83)
Okidač
Calendar year of operation. The reduction factor is applied to the required CII for each reporting year; the 2% per annum step applied from 2023 through 2026, and strengthened factors take over for the 2027–2030 period.
Primjena
CII: ships of 5,000 GT and above engaged in international voyages, under MARPOL Annex VI chapter 4. EEXI: existing ships of 400 GT and above, already a one-off attained-index requirement verified at the first applicable survey.
Što zahtijeva
MEPC 83 (7–11 April 2025) completed Phase 1 of the review of the short-term GHG measure and adopted MEPC.400(83), amending the G3 reduction-factor guidelines so that they now set reduction factor values across the whole 2023 to 2030 span. IMO's own guidance describes the trajectory as "2% from 2023 to 2026; and to be further strengthened for the period 2027 to 2030" — meaning 2027 is the step change, and a ship holding a C rating today on a 2026 factor can drop a band in 2027 with no change in operation. MEPC 84 (2026) then adopted MEPC.412(84), amending the G1 CII calculation guidelines, and MEPC.411(84), a 2026 edition of the EEDI survey and certification guidelines — both of which change what a verifier checks. A Phase 2 review workplan runs from Spring 2026 to Spring 2028.
EU port State control regime extended — BWM, Nairobi and Hong Kong Conventions become PSC-enforceable
Directive (EU) 2024/3099 of the European Parliament and of the Council of 27 November 2024 amending Directive 2009/16/EC on port State control
Okidač
Article 2: Member States shall adopt and publish by 6 July 2027. Article 3: the Directive itself entered into force on the twentieth day following publication (published OJ L, 2024/3099 on 16 December 2024, so in force 5 January 2025). Landlocked Member States with no seaports and under 5% covered river-port calls over three years may derogate from transposing.
Primjena
Ships of any flag calling at ports and anchorages of EU Member States (in ShipCertify's area: Bulgaria, Romania, Greece, Cyprus, Malta, Italy, Spain, France). A separate, parallel PSC system is created for fishing vessels of 24 metres in length and over as defined in the Cape Town Agreement.
Što zahtijeva
Member States must adopt and publish by 6 July 2027 the national measures implementing the amended PSC regime. The Directive adds the Ballast Water Management Convention and the Nairobi International Convention on the Removal of Wrecks to the list of Conventions enforced through EU port State control, and provides for enforcement of the Hong Kong ship recycling Convention. It also gives the Commission a faster mechanism to add further conventions to that list without amending the Directive wholesale, and establishes a separate PSC regime for larger fishing vessels.
New LSA Code paragraph 4.7.7: design and strength of arrangements for simulated launching of free-fall lifeboats
IMO Res. MSC.589(111), adding LSA Code paragraph 4.7.7, with companion amendments to IMO Res. MSC.402(96) and MSC.81(70)
Okidač
Adopted at MSC 111 (13-22 May 2026); entry into force 1 January 2028. Applies to free-fall lifeboats and the simulation equipment used to test their release.
Primjena
Free-fall lifeboats and the simulation equipment (wires, chains, strops) used to test the release system under load without launching the boat into the water. Per the draft approved at MSC 110, the design requirements are directed at new free-fall lifeboats.
Što zahtijeva
Arrangements used to test a free-fall lifeboat release system under load, without launching the boat into the water, must be designed and approved to account for the shock loading that occurs when the lifeboat comes to a sudden stop on the skid during simulated launching. New LSA Code paragraph 4.7.7 specifies a minimum safety factor of 6, based on the calculated maximum working load and the ultimate strength of the materials of construction. Companion amendments to MSC.402(96) add the thorough examination and operational testing of the simulated free-fall release arrangement to the annual regime. Consequential revisions were made to MSC.81(70), MSC.1/Circ.1205/Rev.2, MSC.1/Circ.1529/Rev.2, MSC.1/Circ.1578/Rev.1 and MSC.1/Circ.1630/Rev.4.
Na snazi je sada. Ako propis zahvaća postojeće brodove pri sljedećem pregledu, a ne prema datumu polaganja kobilice, to je navedeno – to je razlika između problema u novogradnji i problema za cijelu flotu.

EU marine equipment wheelmark list replaced — Implementing Regulation (EU) 2026/1434 now in force
Commission Implementing Regulation (EU) 2026/1434 of 30 June 2026, under Directive 2014/90/EU (Marine Equipment Directive)
Okidač
Entry into force is the fortieth day following publication in the Official Journal. Published OJ L, 2026/1434 on 22 July 2026, so it entered into force 31 August 2026 (arithmetic done from the OJ date given in the document's own ELI reference). Thereafter it bites on the act of placing equipment on the market or on board.
Primjena
Marine equipment placed on the market and placed on board an EU ship as defined in Article 2(2) of Directive 2014/90/EU — i.e. ships flying the flag of an EU Member State (which in ShipCertify's area includes Bulgaria, Romania, Greece, Cyprus, Malta and Italy). Not Turkish or UK flag.
Što zahtijeva
The design, construction and performance requirements and testing standards for wheelmarked marine equipment are those in the international instruments listed in the Annex to this Regulation, which replaces and repeals Implementing Regulation (EU) 2025/1533. The Annex covers Section 1 life-saving appliances, Section 3 fire protection equipment, Section 4 navigation equipment and Section 5 radio-communication equipment — the four sections that map directly onto ShipCertify's FFA, LSA, bridge and GMDSS work. Two transitional windows survive: equipment first listed by Implementing Regulation (EU) 2024/1975 that met national type-approval rules in force before 4 September 2024 may still be placed on the market and on board until 4 September 2027; equipment first listed by (EU) 2025/1533 that met national rules in force before 23 September 2025 may continue until 23 September 2028.
MASS Code adopted — non-mandatory, effective 1 July 2026
IMO res. MSC.595(111), International Code of Safety for Maritime Autonomous Surface Ships (adopted 21 May 2026)
Okidač
Governments were "invited to take appropriate steps to give effect to" the Code on 1 July 2026. It is not a SOLAS amendment: there is no tacit-acceptance procedure, no acceptance date and no entry into force. A flag State gives it effect, or does not.
Primjena
Cargo ships to which SOLAS chapter I applies, operating autonomous or remote functions — including ships that still carry a crew but use individual automated or remotely-operated functions. Governments are separately invited to apply the Code as far as practicable to MASS of less than 500 gross tonnage.
Što zahtijeva
The Code is structured in three parts: introduction and purpose; main principles for MASS and remote operations centre functions, covering certification and survey, the approval process, risk assessment, operational context and the human element; and specific functional requirements for detailed areas such as navigation and remote operations. A human master remains responsible and must retain the ability to intervene. Because it is non-mandatory, its practical force in the next four years comes from flag States and class societies adopting it as the basis for approval in principle and for novel-design acceptance.
Lloyd's Register overhauls its Machinery Planned Maintenance and Condition Monitoring scheme
LR Class News 12/2026, issued 23 June 2026 — Changes to Machinery Planned Maintenance and Condition Monitoring
Okidač
Class News issue date, with the revised ShipRight procedure already published. New system functionality commences July 2026 and is expected to complete within 6–9 months, followed by phased migration of existing MPMS vessels. No immediate client action is required and existing approvals continue to be processed.
Primjena
LR-classed vessels holding ShipRight MPMS descriptive notes — LR names tankers, bulk carriers, container ships, LNG carriers and passenger/cruise vessels. Addressed to shipowners, ship operators, ship managers and ship masters.
Što zahtijeva
The ShipRight Procedure for Machinery Planned Maintenance and Condition Monitoring has been fully revised and reissued, consolidating requirements previously spread across guidance notes. Survey coding changes: 'MPMS – Machinery Planned Maintenance Scheme' replaces the existing ES/CSM schedules, and 'MPMSA – MPMS Annual Survey' replaces the Certificate of Operation. The 'I-credit' requirement is eliminated, and the Certificate of Operation and its associated actionable items are withdrawn. Machinery coverage expands to approximately 95% of the class machinery list; approximately 20% of machinery continues to be surveyed annually through maintenance record review and external examination.
IACS Concentrated Inspection Campaign on Emergency Power Supply Tests: 'simulated blackout' tests found not to demonstrate SOLAS compliance
IACS CIC for Emergency Power Supply Testing — 2025 Report (published 5 May 2026); SOLAS ch. II-1 regs. 42/43 and regs. 42.7/43.7
Okidač
Publication of campaign results and recommendations. The campaign itself ran 1 January 2025 to 31 December 2025. The underlying SOLAS ch. II-1 reg. 42/43 obligations are already in force; this changes how surveyors and ISM auditors verify them, not the rule text.
Primjena
SOLAS ships with emergency power supply systems and emergency diesel generators, classed with IACS member societies. 36,723 ships were inspected during the campaign.
Što zahtijeva
IACS found deficiencies on 853 of 36,723 ships inspected (2.32%). The most consequential non-equipment finding is the absence of controlled blackout test procedures in company and shipboard Safety Management Systems, contrary to SOLAS ch. II-1 regs. 42.7/43.7 on periodic full system testing: IACS states that widely used SIMULATED blackout tests do not test the actual circuit paths required for real blackouts and give engineers a false sense of readiness. Recurring equipment failure points, which directly compromise reg. 42/43 compliance for automatic EPS activation, were closing quick-closing valve (22% of the deficiencies found), malfunction of control unit/circuit PCB/relay (16%), malfunction of starting arrangement (14%), malfunctioned air circuit breaker (12%), mis-selection of engine starting selection switch mode in the emergency generator room (12%), no power supply to services essential for safety in an emergency (10%), malfunction of engine (8%) and other (7%). IACS recommends that ISM audits focus on whether a sufficiently detailed controlled blackout test procedure exists and whether testing arrangements demonstrate the functionality of the emergency power supply system as a whole.
IACS Recommendation No. 198 — class societies' common line on what counts as a "new" lifting appliance
IACS Recommendation No. 198, "Recommendation on Onboard Lifting Appliances" (New, April 2026)
Okidač
Published 22 April 2026 as guidance for applying SOLAS II-1/3-13, which is already in force; it carries no separate compliance date and no survey trigger of its own.
Primjena
Ships classed by IACS member societies; applied at each society's discretion, since a Recommendation is not a Unified Requirement.
Što zahtijeva
The Recommendation gives IACS members a common approach to the questions SOLAS II-1/3-13 left open in practice: distinguishing new from existing lifting appliances, applying the regulation to appliances with a safe working load below 1,000 kg, and classifying loose gear scenarios, referring back to MSC.1/Circ.1663 and the unified interpretation in MSC.1/Circ.1696. IACS restates the scope line that matters commercially — the regulation applies to all lifting appliances installed on or after 1 January 2026 and to existing appliances and their loose gear no later than the first renewal survey on or after that date. Because it is a Recommendation and not a Unified Requirement, interpretation and application may still differ between societies.
UK adopts the 2024 LSA Code amendments — lifeboat release hooks, lifejacket righting, lowering speeds
MGN 714 (M+F), implementing IMO resolutions MSC.535(107), MSC.554(108) and MSC.559(108)
Okidač
The LSA Code amendments entered into force internationally and in the UK on 1 January 2026 (by the ambulatory reference in regulation 5 of S.I. 2020/501 — no new UK statutory instrument was needed). MSC.554(108) applies to life-saving appliances INSTALLED ON OR AFTER 1 January 2026. MSC.535(107) lifeboat ventilation applies to totally enclosed lifeboats INSTALLED ON OR AFTER 1 January 2029. MGN 714 defines 'installed on or after' as: building contract placed on/after that date (or keel laid, or constructed, on/after that date), otherwise the contractual — failing that actual — delivery date of the equipment to the ship.
Primjena
UK-flagged merchant and fishing vessels subject to the Merchant Shipping (Life-Saving Appliances and Arrangements) Regulations 2020 (S.I. 2020/501). Each underlying resolution has its own installation trigger — see trigger field.
Što zahtijeva
MSC.554(108) requires lifejackets to turn an unconscious casualty into a safe and correct orientation and revokes the previous allowance for a failure to right a person during lifejacket testing; it also sets additional design and use requirements for lifeboat and rescue boat release hooks to prevent inadvertent release, and fixes safe maximum and minimum lowering speeds for survival craft and rescue boat launching appliances. MSC.535(107) requires totally enclosed lifeboats to provide 5 m3/h ventilation per permitted person for 24 hours, with specified means of opening and closing. MSC.559(108) amends resolution MSC.402(96) so that the annual thorough examination and operational test of lifeboats now includes checking the ventilation system for satisfactory condition and operation.
EU ETS reaches 100% for shipping: full surrender on 2026 emissions, and CH4 and N2O now in scope
Directive 2003/87/EC Article 3gb, "Phase-in of requirements for maritime transport", as inserted by Directive (EU) 2023/959; surrender obligation under Article 12
Okidač
Calendar year of the verified emissions. Article 3gb sets the surrender liability by reporting year, not by ship age or survey date.
Primjena
Shipping companies operating ships of 5,000 GT and above calling at EU/EEA ports. 100% of intra-EU voyage emissions and of emissions at berth in a Member State port; 50% of emissions on voyages into or out of the EU.
Što zahtijeva
Article 3gb reads verbatim: "Shipping companies shall be liable to surrender allowances according to the following schedule: (a) 40 % of verified emissions reported for 2024 ...; (b) 70 % of verified emissions reported for 2025 ...; (c) 100 % of verified emissions reported for 2026 and each year thereafter". So 2026 is the first full-cost year, and emissions being accrued right now carry a 100% allowance liability. Directive (EU) 2023/959 also provides that methane and nitrous oxide emissions from maritime transport, first brought into MRV reporting from 2024, "should be included in the EU ETS from 2026" — widening the reported gas set, not just the percentage. The practical consequence is that verified emissions reports and the underlying monitoring plan have to be right, because the error now costs full price.
IMO Guidelines for anchor handling winches — commissioning test, annual and witnessed five-yearly tests
MSC.1/Circ.1662, "Guidelines for anchor handling winches", 27 June 2023
Okidač
Approved at MSC 107, issued 27 June 2023; operative through SOLAS II-1/3-13 from 1 January 2026. Commissioning test before first use for winches installed on or after 1 January 2026; existing winches tested and thoroughly examined no later than the first renewal survey on or after 1 January 2026; thereafter operational tests annually and five-yearly, with thorough examination at each annual survey.
Primjena
Anchor handling winches of offshore anchor-handling vessels, their associated equipment and loose gear. It does NOT apply to the ship's own windlass or the arrangements for dropping and lifting the ship's own anchor.
Što zahtijeva
Winches installed on or after 1 January 2026 need a commissioning test to the manufacturer's instructions and recognized class rules, covering light-load function tests over the full operating range, an overload test of the winch, its attachment and the ship's supporting structure, a test of emergency release and residual holding force in the wire, verification of residual brake holding force after emergency release, and a whole-system function test including static bollard pull and brake holding capacity (calculation accepted where testing is impracticable). Winches and associated equipment are then operationally tested annually and five-yearly per manufacturer and class requirements — the annual test includes function tests of all equipment and the Administration or RO witnesses the five-yearly test. Thorough examination by a competent person is required during the annual surveys under SOLAS I/7 (passenger ships) or I/10 (cargo ships), after structural repairs or modifications of a major character and after load testing, with records authenticated by the competent person; a winch found unsafe is taken out of service and marked "not to be used".
IMO Guidelines for lifting appliances — annual thorough examination, five-yearly load retest, and a register kept on board
MSC.1/Circ.1663, "Guidelines for lifting appliances", 28 June 2023
Okidač
Circular approved at MSC 107 and issued 28 June 2023; it becomes operative through SOLAS II-1/3-13, which entered into force 1 January 2026. The recurring intervals it sets run from each appliance's load test: thorough examination annually and on completion of any load test; load retest at least once every five years; existing appliances' first test and thorough examination no later than the first renewal survey on or after 1 January 2026.
Primjena
All lifting appliances and loose gear within the scope of SOLAS II-1/3-13, new and existing.
Što zahtijeva
Lifting appliances must be load tested after installation and before first use, after repairs/modifications/alterations of a major character, and retested at least once in every five years — minimum test loads per Table 1: 1.25 × SWL up to 20 t, SWL + 5 t above 20 t and up to 50 t, 1.10 × SWL above 50 t (open-sea operation test loads are set by the Administration or RO allowing for dynamic loads). Thorough examination by a competent person is required on completion of every load test and annually, and where it is not part of the survey it must be verified at the SOLAS I/7 renewal or I/10 annual survey; an appliance failing examination is taken out of service, marked "not to be used" and the status entered in the register. Records of load test and thorough examination are kept in the Register of Ship's Lifting Appliances and Cargo Handling Gear (appendix 3) held on board, with Certificates of Test and Thorough Examination (appendix 1 minimum content, or an RO's equivalent form) attached; loose gear needs documentary evidence of a proof test to Table 2 loads plus annual thorough examination, unique ID and SWL marking, and manufacturers' maintenance and operations manuals must be on board.
SOLAS makes onboard lifting appliances and anchor handling winches a convention requirement — existing cranes included
SOLAS chapter II-1, regulation 3-13 (with new definitions II-1/2.30–2.33), adopted by resolution MSC.532(107)
Okidač
Two separate triggers. (a) Design/construction/installation, first load test and SWL marking: lifting appliances and anchor handling winches "installed on or after 1 January 2026" — defined in II-1/2.33 as (i) any installation date on a ship whose keel is laid on or after 1 January 2026, or (ii) for any other ship, including those built before 2009, the contractual (or failing that, actual) delivery date of the appliance to the ship on or after 1 January 2026. (b) Existing appliances installed before 1 January 2026: test, thorough examination and SWL marking no later than the date of the first renewal survey on or after 1 January 2026. (c) Maintenance, operation, inspection and operational testing: all appliances and all loose gear regardless of installation date, from 1 January 2026.
Primjena
SOLAS ships. "Lifting appliance" is defined as load-handling ship's equipment used for cargo loading/transfer/discharge; raising and lowering hold hatch covers or movable bulkheads; engine-room cranes; stores cranes; hose handling cranes; launch and recovery of tender boats; and personnel handling cranes. "Anchor handling winch" means a winch for deploying, recovering and repositioning anchors and mooring lines in subsea operations (offshore anchor-handling vessels — NOT the ship's own windlass). Loose gear used with either is covered. Excluded: lifting appliances on ships certified as MODUs; lifting appliances on offshore construction ships (pipe/cable lay, offshore installation, decommissioning) meeting standards acceptable to the Administration; integrated hatch-cover opening/closing machinery; and LSA Code launching appliances. For appliances with SWL below 1,000 kg the Administration decides how far paragraphs 2.1 and 2.4 apply.
Što zahtijeva
New appliances must be designed, constructed and installed to the rules of a recognized classification society (or an equivalent standard accepted by the Administration), load tested and thoroughly examined after installation and before first use and after major repairs or alterations, and permanently marked with the SWL with documentary evidence on board. Appliances already on board must be tested, thoroughly examined and SWL-marked by the first renewal survey falling on or after 1 January 2026. Separately, every lifting appliance, anchor handling winch and item of loose gear on board — whatever its age — must be operationally tested, thoroughly examined, inspected, operated and maintained in line with the IMO Guidelines (MSC.1/Circ.1663 and MSC.1/Circ.1662).
Annual lifeboat thorough examination now explicitly includes the ventilation system
IMO Res. MSC.559(108), amending paragraph 6.2.3 of the Requirements in IMO Res. MSC.402(96)
Okidač
Entered into force 1 January 2026. It amends the scope of the annual thorough examination and operational test, so it bites at each ship's annual LSA examination falling on or after that date. There is no new-ship or installation-date limitation on the examination requirement itself — the qualifier is 'where fitted'.
Primjena
All SOLAS ships, at the annual thorough examination and operational test of lifeboats (including free-fall lifeboats), rescue boats and fast rescue boats.
Što zahtijeva
Replaces paragraph 6.2.3 of MSC.402(96) with a list of items that must be thoroughly examined and checked for satisfactory condition and operation at the annual examination: boat structure including fixed and loose equipment (with a visual examination of the external boundaries of void spaces so far as practicable); engine and propulsion system; sprinkler system; air supply system; manoeuvring system; power supply system; bailing system; fender/skate arrangements; rescue boat righting system; and — newly added — the ventilation system, where fitted. Because MSC.402(96) is mandatory under SOLAS chapter III, this is binding, not advisory.
LSA Code: mandatory ventilation means and closable ventilation openings for totally enclosed lifeboats
IMO Res. MSC.535(107), adding LSA Code paragraphs 4.6.6 and 4.6.7
Okidač
Entered into force 1 January 2026, but the provisions apply only to totally enclosed lifeboats INSTALLED on or after 1 January 2029. Resolution paragraph 4 defines that as: (a) ships whose building contract is placed on/after 1 Jan 2029, or absent a contract, constructed on/after that date — any installation date on the ship; or (b) for other ships, equipment with a contractual delivery date, or absent that the actual delivery date, on/after 1 Jan 2029.
Primjena
Totally enclosed lifeboats (including free-fall, self-contained air support and fire-protected types) installed on or after 1 January 2029. No retrofit obligation on lifeboats already in service.
Što zahtijeva
A totally enclosed lifeboat must have means to achieve a ventilation rate of at least 5 m3/h per person, for the full permitted complement, for not less than 24 hours, operable from inside the boat and arranged to avoid stratification or unventilated pockets. Where powered, the ventilation source must not be the radio batteries, and where engine-dependent, sufficient fuel must be carried. Every ventilation opening must have a means of closing operable from inside, closable before and during launching; openings must be sited and designed to minimise water ingress, withstand free-fall submergence loads, maintain air-support system pressure, and preserve fire-protected lifeboat capability as applicable.
LSA Code amendments: lifejacket righting time, lifeboat release-hook reset safeguards, and launching-appliance lowering speeds
IMO Res. MSC.554(108), amending the LSA Code (MSC.48(66)) chapters II, IV and VI
Okidač
Entered into force 1 January 2026, but applies only to life-saving appliances INSTALLED on or after 1 January 2026. Resolution paragraph 4 defines that as: (a) ships whose building contract is placed on/after 1 Jan 2026, or absent a contract, keel laid or similar stage on/after that date — all installations of the specified type aboard; or (b) for other ships, equipment with a contractual delivery date, or absent that the actual delivery date to the ship, on/after 1 Jan 2026.
Primjena
New lifejackets, lifeboat and rescue boat release hooks, and survival craft/rescue boat launching appliances installed on or after 1 January 2026. NOT retroactive — existing installed equipment on existing ships is unaffected.
Što zahtijeva
Lifejackets (LSA 2.2.1.6.2) must turn an unconscious, face-down person face-up with nose and mouth clear of the water in an average time not exceeding that of the reference test device plus 1 second; the previous allowance for a failure to right a test subject is removed. Release hooks (LSA 4.4.7.6.8) must not be able to support any load unless completely reset — for hooks able to release with a load when not fully waterborne, the handle or safety pins must not return to the reset position and indicators must not show 'reset' unless the hook is fully reset, and additional danger signs must be posted at each hook station. Launching appliances (LSA 6.1.2.8/6.1.2.10) must lower a fully loaded craft at not less than S = 0.4 + 0.02H m/s (or 1.0 m/s, whichever is less) and at a maximum of 1.3 m/s, with means fitted to ensure that speed is not exceeded.
Ro-ro, vehicle and special category space fire safety — retrofit deadline for existing passenger ships is the first survey after 1 January 2028
SOLAS II-2/20 as amended by IMO Res. MSC.550(108); FSS Code chapters 7 and 9 as amended by IMO Res. MSC.555(108)
Okidač
New ships: constructed (keel laid) on or after 1 January 2026. Existing passenger ships with vehicle, special category or ro-ro spaces constructed before 1 January 2026 — including those constructed before 1 July 2012 — must comply with SOLAS II-2/20.4.1.6 (detection), 20.4.4 (video monitoring) and 20.6.2.3 (fixed fire-extinguishing) not later than the first survey on or after 1 January 2028.
Primjena
Passenger ships and ro-ro passenger ships with vehicle, special category, open and closed ro-ro spaces; cargo ships for the detection provisions; and weather decks intended for the carriage of vehicles.
Što zahtijeva
Fixed fire detection must provide both smoke AND heat detection throughout vehicle, special category and ro-ro spaces, with heat detectors meeting the spacing and coverage-area rules applicable to smoke detectors; heat detectors are required only where a smoke detector already exists. An effective video monitoring system with immediate playback must give continuous coverage of the whole space, with cameras mounted high enough to see over cargo and vehicles after loading, and recordings available at a continuously manned control station or safety centre for seven days on ro-ro passenger ships built on or after 1 January 2026 and 24 hours on existing ones. An efficient fire patrol system must be maintained in special category spaces.
IACS interpretation sets the PFOS threshold at 10 mg/kg and tells you how to prove it — maker's declaration, or sample and test
IACS Unified Interpretation SC309 (SOLAS reg. II-2/10.11) and UI HSC11 (1994/2000 HSC Codes reg. 7.9.4), both New May 2025
Okidač
Uniform implementation by IACS Societies on ships from 1 January 2026, applied at the survey that triggers SOLAS II-2/10.11.2 compliance.
Primjena
Ships and high-speed craft classed with IACS member societies acting as Recognized Organizations; applied by the Administration or its RO at survey.
Što zahtijeva
Three operative interpretations: (1) 'fire-extinguishing media' includes firefighting foams; (2) 'containing perfluorooctane sulfonic acid (PFOS)' means PFOS 'present in concentrations of PFOS above 10 mg/kg (0.001% by weight)'; (3) verification requires the Administration or its RO to review a maker's declaration or laboratory test reports, provided by shipyards, repair yards and equipment makers. The maker's declaration should state foam type, production period, batch number, and reference to type approval / MED certificate. Decisively for older tonnage: 'For extinguishing media installed before 1 January 2026, where the maker's declaration or laboratory test reports are not available, sampling and testing of the extinguishing media on board should be required to be conducted in accordance with a recognized standard.'
SOLAS prohibits PFOS in fire-extinguishing media — existing ships caught at the first survey after 1 January 2026
SOLAS reg. II-2/10.11 and reg. II-2/1.2.10, added by IMO Res. MSC.532(107) (adopted 8 June 2023); 1994 and 2000 HSC Codes reg. 7.9.4
Okidač
Ships constructed (keel laid or at a similar stage of construction) on or after 1 January 2026: applies on delivery. Ships constructed before 1 January 2026: 'not later than the date of the first survey on or after 1 January 2026' (SOLAS II-2/1.2.10). 'First survey' is as defined in MSC.1/Circ.1290.
Primjena
All SOLAS ships, and high-speed craft under the 1994 and 2000 HSC Codes. Covers fixed fire-extinguishing systems and portable firefighting equipment.
Što zahtijeva
New SOLAS regulation II-2/10.11 states that 'Use or storage of extinguishing media containing perfluorooctane sulfonic acid (PFOS) shall be prohibited' (10.11.2.2), and that prohibited substances 'shall be delivered to appropriate shore-based reception facilities when removed from the ship' (10.11.2.1). Regulation II-2/1.2.10 pulls every pre-2026 ship into 10.11.2 at its first survey on or after 1 January 2026, so the retrofit obligation is live across the existing fleet right now. This instrument restricts PFOS only — it does not ban PFAS generally.
Unified interpretation: how an uncertificated existing crane proves compliance — the "factual statement"
MSC.1/Circ.1696, "Unified interpretation of SOLAS regulation II-1/3-13.2.4", 28 August 2025
Okidač
Applies to existing lifting appliances installed before 1 January 2026 that hold no valid certificate of test and thorough examination under another international instrument, at the point they are tested and examined for the first renewal survey on or after 1 January 2026.
Primjena
Existing, non-certificated lifting appliances installed before 1 January 2026 on SOLAS ships.
Što zahtijeva
Compliance with SOLAS II-1/3-13.2.4 may be demonstrated by a "factual statement" (statement of fact) issued by a competent person approved by the Administration, or by an RO, confirming the appliance has been load tested to the Table 1 value in MSC.1/Circ.1663 and subsequently thoroughly examined, and stating the criteria used. The statement must say explicitly that it does NOT confirm compliance with II-1/3-13.2.1 or 3-13.2.3, must use a form different from the appendix 1 sample certificate, and, where the SWL was nominated by the company because the original design data is lost, must record that the test load was based on that company-nominated SWL and that the SWL itself is not confirmed by the competent person. The factual statement may be attached to the Register of Lifting Appliances and Cargo Handling Gear, and the annual thorough examination may be recorded (as 12-monthly) in that same register.
Hong Kong Convention in force since 26 June 2025 — and the EU has required an IHM on board since 31 December 2020
Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, 2009 (entered into force 26 June 2025); IHM development guidelines resolution MEPC.379(80), amended by resolution MEPC.405(83); Regulation (EU) No 1257/2013 Articles 5(2) and 12(1), applicable from 31 December 2020 per Article 32(2)
Okidač
Hong Kong Convention entry into force. Separately, the EU Ship Recycling Regulation obligation bites on any port call: since 31 December 2020 a ship flying a third-country flag calling at an EU Member State port must have an IHM on board.
Primjena
Hong Kong Convention: ships of 500 GT and above flying the flag of a Party, plus ship recycling facilities. EU SRR: EU-flagged ships of 500 GT and above, AND third-country-flagged ships of 500 GT and above calling at an EU or EEA port or anchorage.
Što zahtijeva
A ship must carry an Inventory of Hazardous Materials identifying the hazardous materials listed in the Convention's annexes, verified by survey. Under the Hong Kong Convention the certification chain is an initial survey leading to the International Certificate on Inventory of Hazardous Materials, renewal and additional surveys during service life, and a final survey before recycling leading to the International Ready for Recycling Certificate. Under the EU regime the equivalent obligation has applied for years already — Regulation (EU) No 1257/2013 Article 12(1) requires a third-country-flagged ship calling at a Member State port to carry an IHM complying with Article 5(2), and Article 32(2) makes that applicable from 31 December 2020. The IHM must be maintained and updated through the ship's life, not treated as a one-off document.
All ships, from 1 May 2025, on entering the area. Not tied to keel date, delivery or survey date.
Primjena
All ships of any flag and any construction date while operating within the Mediterranean Sea ECA. No new-build/existing-ship split.
Što zahtijeva
Fuel oil used on board while operating inside the Mediterranean Sea ECA must not exceed 0.10% m/m sulphur, against the 0.50% m/m global cap outside ECAs. The amendments were adopted 16 December 2022 by resolution MEPC.361(79), entered into force 1 May 2024, and the stricter limit took effect after a 12-month grace period on 1 May 2025. This is the fifth designated ECA under MARPOL Annex VI.
ITU Radio Regulations revised by WRC-23 — in force since 1 January 2025
ITU Radio Regulations (edition of 2024), Final Acts of WRC-23, done at Dubai 15 December 2023; Res. 363 (Rev.WRC-23), Res. 364 (WRC-23), Res. 365 (WRC-23), Res. 366 (WRC-23)
Okidač
The Final Acts state that the majority of the provisions revised by WRC-23 "shall enter into force as from 1 January 2025"; the remaining provisions apply from the dates indicated in the Resolutions listed in Article 59 of the revised Radio Regulations. Nothing attaches to a ship's build or survey date — the Regulations changed for everyone on that date.
Primjena
All ship stations and ship earth stations; the ship's radio licence, station log and the on-board copy of the Radio Regulations.
Što zahtijeva
WRC-23 removed the narrow-band direct-printing frequencies for distress and safety communications from Article 5 and Appendices 15 and 17, aligning the Radio Regulations with IMO's removal of NBDP from the GMDSS — the two changes are the same reform, arriving a year apart. Res. 365 (WRC-23) sets the conditions under which new geostationary networks may enter the GMDSS and names the BDMSS filings. Res. 364 (WRC-23) coordinates the NAVDAT system, and Res. 366 (WRC-23) opens the MF/HF channelling in Article 52 and Appendix 17 to revision to support the automatic connection system using DSC, which IMO has already built into its MF/MF-HF performance standards.
Ballast water: the D-2 phase-in is over — every ship must meet D-2 now, and commissioning testing is mandatory
BWM Convention regulation B-3 (phase-in schedule made mandatory by amendments adopted at MEPC 72, April 2018); regulation E-1 as amended by resolution MEPC.325(75) (mandatory commissioning testing); BWMS Code, resolution MEPC.300(72); resolution MEPC.409(84), "2026 Guidelines for ballast water management and development of Ballast Water Management Plans (G4)"
Okidač
End of the regulation B-3 phase-in. Every ship subject to the Convention had to be compliant with the D-2 performance standard by this date; the phase-in was tied to each ship's IOPP renewal survey, and that window has now closed for all ships.
Primjena
All ships subject to the BWM Convention (in force since 8 September 2017), i.e. ships designed or constructed to carry ballast water and flying the flag of a Party or operating in Party waters.
Što zahtijeva
There is no longer any category of ship permitted to manage ballast water by exchange under D-1 as a matter of phase-in: IMO states that "compliance with the D-2 standard will be phased in over time for individual ships, up to 8 September 2024". Separately, resolution MEPC.325(75) amended regulation E-1 to make commissioning testing of a newly installed ballast water management system mandatory, with those amendments entering into force in June 2022 — so a BWMS installation now needs a documented commissioning test, not just a type-approval certificate, before the survey can be completed. MEPC 84 (2026) adopted MEPC.409(84), a new 2026 edition of the G4 guidelines for ballast water management and BWMP development, which is the benchmark a ship's Ballast Water Management Plan is assessed against.
Turkish Straits: a ship that has lost technical capability needs a survey before it may transit
Türk Boğazları Deniz Trafik Düzeni Yönetmeliği Uygulama Yönergesi, Madde 5 (referencing Madde 6 of the Yönetmelik, Resmî Gazete 15/8/2019 No. 30859), as amended by Bakanlık Makamı Oluru No. 3086827 of 1/10/2025
Okidač
Madde 24: the Yönerge entered into force on 1/1/2024. The condition is tested before entry into the Straits, on every transit, regardless of survey cycle.
Primjena
Ships of any flag transiting the Istanbul Strait or the Çanakkale Strait, including those entering from the Sea of Marmara.
Što zahtijeva
A ship that has lost any of the technical capabilities or seaworthiness listed in Article 6 of the Yönetmelik may only transit after a survey by the regional Harbour Master (bölge liman başkanlığı) or by its classification society establishes that the deficiency has been rectified and that nothing bars transit — and then only with the Harbour Master's permission and with a pilot embarked. Exemption or equivalent-arrangement certificates and letters issued by the class society or the flag Administration under international conventions are EXPRESSLY NOT ACCEPTED as a basis for transit; the conditions under which class may conduct a defect survey remotely are set by the Administration. Where the defect cannot be rectified, transit is arranged under a graded escort regime: loss of main or emergency steering, both radars, both ECDIS, both VHF or both anchors is referred to a Commission; loss of a single radar, gyro, standard compass, AIS, VDR, log, navigation lights, ship's whistle, a single ECDIS, echo sounder, a single VHF or a single anchor, or a defective combined pilot ladder, requires daylight transit with a pilot plus tugs or at least one fast rescue boat in attendance.
SOLAS chapter IV replaced in full — GMDSS modernisation
SOLAS chapter IV, as replaced by IMO res. MSC.496(105) (adopted 28 April 2022); companion performance standards res. MSC.507(105) to MSC.517(105)
Okidač
All ships, on 1 January 2024 — the entire text of chapter IV was replaced, so there is no "constructed on or after" cut-off and existing ships are caught. The companion performance standards attach instead to the equipment installation date: equipment installed on or after 1 January 2024 must meet the new standards; equipment installed earlier may remain on the standard applicable when it was installed.
Primjena
All ships to which SOLAS applies and cargo ships of 300 gross tonnage and upwards (new SOLAS IV/1.1). Does not apply to ships while navigated within the North American Great Lakes and connecting waters.
Što zahtijeva
The replaced chapter IV removes narrow-band direct printing (NBDP) as a required distress-and-safety function of MF/HF installations, stops VHF EPIRBs being accepted in place of a 406 MHz satellite EPIRB, and moves the survival-craft two-way VHF apparatus and the SARTs out of SOLAS III/6 into SOLAS IV/7. Equipment language is generalised to "recognized mobile satellite service" ship earth stations, so a ship may be fitted for any IMO-recognised provider whose coverage matches its declared sea areas rather than one named system. Radio equipment installed on or after 1 January 2024 must conform to the new performance standards MSC.507(105)–MSC.517(105) — for example MSC.511(105) for VHF DSC installations and MSC.512(105) for MF/MF-HF installations.
PFHxS in foam is capped at 0.1 mg/kg in the EU with no use derogation — and the review that could lower it fell due 28 August 2026
Commission Delegated Regulation (EU) 2023/1608 of 30 May 2023 amending Annex I to Regulation (EU) 2019/1021 (PFHxS, its salts and PFHxS-related compounds); Stockholm Convention Annex A, decision SC-10/13 (COP-10, 2022)
Okidač
Entry into force 20 days after publication of 8 August 2023, i.e. 28 August 2023. There is no use derogation and no phase-out period for PFHxS foam — only a higher trace threshold for foam concentrates than for other mixtures.
Primjena
Concentrated firefighting foam mixtures that are to be used, or are used, in the production of other firefighting foam mixtures, placed on the market or used in the EU/EEA.
Što zahtijeva
General unintentional-trace-contaminant limits are 0.025 mg/kg for PFHxS including its salts, and 1 mg/kg for individual PFHxS-related compounds or a combination of them. For firefighting foam specifically, where those limits cannot currently be met, a higher threshold of 0.1 mg/kg applies where PFHxS, its salts and PFHxS-related compounds are present in concentrated firefighting foam mixtures that are to be used or are used in the production of other firefighting foam mixtures. The text provides that 'This exemption shall be reviewed and assessed by the Commission no later than 28 August 2026.' Under SC-10/13 PFHxS is in Annex A with no specific exemptions, so there is no acceptable use of PFHxS in foam — only a tolerated contamination level. POPs waste limits added by Regulation (EU) 2022/2400 are 1 mg/kg for PFHxS and its salts and 40 mg/kg for the sum of PFHxS-related compounds, reviewable by 30 December 2027.
Three recognised GMDSS satellite providers — but BeiDou's recognition is regional, not global
IMO res. MSC.529(106) (adopted 7 November 2022, BDMSS via CTTIC); IMO res. MSC.451(99) (adopted 24 May 2018, Iridium); ITU Res. 365 (WRC-23)
Okidač
Recognition takes effect on adoption of the recognising resolution, under SOLAS IV/4-1. It is not a carriage deadline — it changes which ship earth station can satisfy an existing SOLAS IV requirement. ITU Res. 365 (WRC-23) additionally requires the BDMSS geostationary networks to complete frequency coordination under RR Articles 9 and 11, and to clear the No. 11.41 unfavourable-finding remarks, BEFORE GMDSS services commence.
Primjena
Ships fitting a recognised mobile satellite service ship earth station to satisfy SOLAS IV radio provisions, principally for sea area A3.
Što zahtijeva
MSC.529(106) recognises the maritime mobile satellite services provided by China Transport Telecommunication Information Group (CTTIC) through the BeiDou Message Service System for use in the GMDSS, but only within the coverage area set out in its annex. ITU Res. 365 (WRC-23) states that area explicitly as 75°E to 135°E longitude and 10°N to 55°N latitude, and calls BDMSS "a regional messaging system". Iridium was recognised earlier by MSC.451(99), adopted 24 May 2018. The practical effect on a radio survey is that the ship earth station fitted must match the recognised provider's actual coverage against the ship's declared sea areas — and BDMSS coverage does not extend to any ShipCertify service region.
Float-free EPIRBs still need a 121.5 MHz homing signal — AIS locating is additional, not a replacement
IMO res. MSC.471(101) (adopted 14 June 2019), applied through SOLAS regs IV/7.1.5 and IV/14.1
Okidač
Attaches to the EPIRB's installation date, not the ship's. Float-free 406 MHz EPIRBs installed on or after 1 July 2022 must meet MSC.471(101) and its type-approval standards. Those installed before that date continue under res. A.810(19) as amended by MSC.56(66) and MSC.120(74), with type approval under res. A.696(17).
Primjena
Float-free 406 MHz EPIRBs forming part of the GMDSS on any SOLAS ship — in practice, every EPIRB replacement or newbuilding fit since 1 July 2022.
Što zahtijeva
MSC.471(101) requires the beacon to be provided with a 121.5 MHz beacon primarily for homing by aircraft AND with an AIS locating signal — both, not one or the other. The 121.5 MHz homing transmission must hold a duty cycle of not less than 50 per cent, and where an AIS transmission coincides with a scheduled homing burst the homing signal may only be interrupted if that 50 per cent minimum is preserved. The AIS locating signal broadcasts the beacon's 15-character Cospas-Sarsat hex ID alternating with the text "EPIRB ACTIVE" in AIS message 14 on AIS1 and AIS2.
MSC.402(96): mandatory service-provider authorisation and personnel certification for lifeboats, launching appliances and release gear
IMO Res. MSC.402(96), made mandatory by SOLAS regs. III/3 and III/20 as amended by IMO Res. MSC.404(96); now to be read as amended by MSC.559(108)
Okidač
Took effect 1 January 2020 on entry into force of the associated SOLAS III/3 and III/20 amendments (Res. MSC.404(96)). Thereafter the operative triggers are the annual thorough examination and operational test, and the five-yearly thorough examination, overhaul and overload operational test.
Primjena
SCOPE (para. 2.1) is exactly: lifeboats including free-fall lifeboats; rescue boats and fast rescue boats; and launching appliances and on-load and off-load release gear for lifeboats (including primary and secondary means of launching for free-fall lifeboats), rescue boats, fast rescue boats and davit-launched liferafts. It does NOT cover the servicing of inflatable liferafts themselves — that is A.761(18).
Što zahtijeva
Thorough examination, operational testing, repair and overhaul must be carried out by service providers authorised by the Administration under section 7, using personnel certified under section 8. Annual thorough examination and operational test (sections 4.2, 6.2) must be done by certified personnel of the manufacturer or an authorised service provider. Five-year thorough examination, overhaul and overload operational tests (sections 4.3, 6.3) likewise, with the winch proof load set at 1.1 times the weight of the craft with its full complement of persons and equipment. Authorisation requires certified personnel, a documented and certified quality system, and a dated authorisation document stating the scope by make and type, maintained by periodic audit and withdrawn on non-compliance. Personnel certificates state the makes, types and which activities are covered, and expire three years from date of issue (para. 8.3.1), renewable on competency assessment.
ILO Occupational Safety and Health (Dock Work) Convention, 1979 (No. 152), Articles 22, 23, 24, 25, 26 and 27
Okidač
Binds a State twelve months after it registers ratification; applies to ships and dock work under the jurisdiction of ratifying States. Intervals run from the equipment: test before first use and after any substantial alteration or repair, retest of ship's lifting appliances at least every five years, thorough examination and certification at least every twelve months, and inspection of loose gear before each use.
Primjena
Lifting appliances and loose gear used in dock work in the 27 States that have ratified — including Türkiye (17 March 2005), Spain, France, Germany, Italy, the Netherlands, Denmark, Finland, Norway, Sweden, Cyprus, Montenegro, Moldova, the Russian Federation, Egypt, Iraq, Lebanon, Brazil, Mexico, Peru, Ecuador, Cuba, Congo, Guinea, Jamaica, Seychelles and Tanzania. It has NOT been ratified by the United Kingdom, Greece, Bulgaria, Romania, Malta, Panama, Liberia or the Marshall Islands.
Što zahtijeva
Article 22: every lifting appliance and item of loose gear is tested by a competent person before first use and after any substantial alteration or repair affecting safety, ship's lifting appliances are retested at least once every five years, and after every test the item is thoroughly examined and certified by the person who carried out the test. Article 23: in addition, every appliance and item of loose gear is periodically thoroughly examined and certified by a competent person at least once every 12 months — a thorough examination being a detailed visual examination supplemented if necessary by other means to reach a reliable conclusion on safety; Article 24 requires loose gear to be inspected before use by a responsible person. Article 25 requires authenticated records showing SWL and the dates and results of tests, examinations and inspections, and a register in the form prescribed by the competent authority taking account of the ILO model, with the certificates forming part of it; Article 26 obliges States to appoint or recognise the competent persons or organisations that do this work and to recognise each other's certificates, and forbids use of gear without a valid certificate or record; Article 27 requires SWL marking.
A.761(18) as amended: approval conditions for inflatable liferaft servicing stations, and the 12-month servicing interval
IMO Res. A.761(18), as amended by IMO Res. MSC.55(66) and IMO Res. MSC.388(94); mandatory hook is SOLAS reg. III/20.8.1
Okidač
The recommendation itself has no entry-into-force date (Assembly resolution adopted 4 November 1993; MSC.388(94) amendment adopted 18 November 2014). The operative deadline is the SOLAS one: every inflatable liferaft, inflatable lifejacket and marine evacuation system must be serviced at intervals not exceeding 12 months, which the Administration may extend to 17 months where servicing at 12 months is impracticable.
Primjena
Servicing stations for inflatable liferafts, approved by the flag Administration. The underlying carriage obligation applies to all SOLAS ships carrying inflatable liferafts, inflatable lifejackets and marine evacuation systems.
Što zahtijeva
Servicing may only be carried out at a station approved by the Administration as competent, properly equipped and staffed by properly trained personnel. A.761(18) sets the approval conditions: servicing in fully enclosed spaces with ceiling height sufficient to turn the largest liferaft over when inflated (or equivalent means of inspecting bottom seams); a clean, smooth floor that will not damage the fabric; good lighting without direct sunlight; controlled temperature and, where necessary, humidity; efficient ventilation free from draughts; and separate areas for rafts awaiting service, for glass-fibre container repair and cylinder painting, and for materials and spare parts. MSC.388(94) replaced subparagraph 5.11 to require that all items of equipment be checked for good condition and that dated items be replaced at the time of servicing where the expiry date falls before the liferaft's next service date.
Paris MoU 2025 Annual Report: fire safety, LSA and navigation are the top deficiency groups; detention rate up to 4.18%
Paris MoU Annual Report 2025 (published 3 July 2026), Summary and Annex — 'Top 5 Main Groups' and 'Top 5 Deficiencies' tables
Okidač
Not a deadline. These are published 2025 inspection outcomes under the Paris MoU New Inspection Regime, which selects ships for inspection continuously on a risk profile.
Primjena
Foreign-flag ships calling at ports of the 27 Paris MoU member States — directly relevant to the ShipCertify bases in London, Varna and Constanta, and to European/Mediterranean port calls generally.
Što zahtijeva
Confirmed 2025 headline figures, read from the report PDF: 16,474 inspections, 9,879 inspections with deficiencies, 688 detentions, 19 bannings (refusals of access), and a detention rate of 4.18% — up from 4.03% in 2024. The top five deficiency groups by share of total deficiencies were SOLAS ch. II-2 fire safety (8,713 deficiencies, 16.83%), SOLAS ch. II-1 (6,004, 11.60%), MLC 2006 Title 4 (5,225, 10.09%), SOLAS ch. III life-saving appliances (4,815, 9.30%) and SOLAS ch. V safety of navigation (3,952, 7.63%). Separately, SOLAS ch. IV radio communications recorded 859 deficiencies (1.7%) and the SOLAS LSA Code 517 (1.0%). At individual deficiency level the top two were ISM (2,322, 4.48%) and fire doors/openings in fire-resisting divisions (1,609, 3.11%).
Türkiye: servicing firms need a Harbour Master authorisation to issue inspection and test certificates
Muayene ve Test Sertifikası Düzenleme Yetkisine İlişkin Uygulama Rehberi (Implementation Guide on the authority to issue inspection and test certificates), issued under the Gemilerin Teknik Yönetmeliği
Okidač
Authorisation is a precondition for issuing any inspection or test certificate. The vise cycle runs at not more than 12 months from issue, renewable four times. The servicing intervals attach to the equipment's last service date, and liferaft exemptions are applied for at the Harbour Master that issued the ship's Denize Elverişlilik Belgesi (Seaworthiness Certificate).
Primjena
Service providers in Türkiye seeking authority to issue inspection and test certificates for (1) fire-extinguishing systems and their components, (2) life-saving appliances and arrangements, and (3) cranes, winches and derricks used for loading and discharging. Several of the servicing intervals it fixes apply specifically to Turkish-flag ships and distinguish cabotage from international trade.
Što zahtijeva
A service provider applies to the Harbour Master for the district in which its facility sits; the facility is inspected against the guide's Annex 1-3 checklists and, if found suitable, a yetki belgesi (authorisation certificate) is issued and signed by the Harbour Master. The certificate is vised at intervals not exceeding one year and may be vised a maximum of four times, with application due at least 15 days before expiry; authorisations are recorded in a Ministry web-based register of firms authorised to issue inspection and test certificates. Trajni zahtjevi iza naših devet usluga, razvrstani prema tome tko ih donosi. Nisu zamjenjivi: IMO instrument obvezuje svaku državu zastave koja je ratificirala konvenciju, EU instrument obvezuje tržište, pravilo države zastave obvezuje jedan upisnik, a pravilo klasifikacijskog društva obvezuje ugovorom.
