Lifting Appliances & Cargo Gear

Lifting appliance and cargo gear work: annual thorough examination, load testing, wire rope and loose gear certification, and maintenance of the Register of Ship's Lifting Appliances and Cargo Handling Gear. SOLAS Reg. II-1/3-13, in force 1 January 2026, brings cargo, engine-room, stores, provision, hose-handling and personnel-handling cranes — and anchor handling winches — inside a documented regime. Attendance is in port: the appliances are examined and tested, the register entry and the certificates that follow the work are prepared, and the quotation states in writing, for your flag, class and scope, what documentation is held and what is not. Lifeboat and rescue boat launching appliances sit under the life-saving appliance regime, not this one: SOLAS Reg. III/20 and MSC.402(96), which reserves that work to a service provider the flag Administration has authorised. See LSA.

SOLAS Reg. II-1/3-13Lifting appliances and anchor handling winches

Adopted by IMO Res. MSC.532(107); in force 1 January 2026. Covers cargo cranes, appliances used for raising and lowering hold hatch covers or movable bulkheads, engine-room, stores and provision, hose-handling, tender launch and recovery and personnel-handling cranes with their loose gear, and anchor handling winches. It does not apply to lifting appliances on ships certified as MODUs, to lifting appliances on offshore construction ships complying with standards acceptable to the Administration, to integrated mechanical equipment for opening and closing hold hatch covers, or to life-saving launching appliances complying with the LSA Code (para. 1.2). What the regulation itself requires is a load test and thorough examination after installation before first use and after repairs, modifications or alterations of a major character (para. 2.1.2), and permanent marking with documentary evidence of the safe working load (para. 2.3); appliances installed before 1 January 2026 are tested and thoroughly examined, and comply with para. 2.3, no later than the first renewal survey on or after that date (para. 2.4). It sets no periodic interval of its own — para. 3 requires every appliance, whatever its installation date, to be operationally tested, thoroughly examined, inspected, operated and maintained based on the Guidelines developed by the Organization. The annual thorough examination, the five-yearly load re-test, and the register, certificates and manuals held on board are set by MSC.1/Circ.1663. Para. 1.3 requires the Administration to determine to what extent paragraphs 2.1 and 2.4 alone do not apply to appliances with a safe working load below 1,000 kg; that discretion does not reach the marking and SWL evidence in para. 2.3, nor the operation, maintenance, examination and testing regime in para. 3. Applied through MSC.1/Circ.1663 for lifting appliances and MSC.1/Circ.1662 for anchor handling winches.

ILO Convention No. 152Occupational Safety and Health (Dock Work) Convention, 1979

Binds ratifying States, which give it effect through national law; its subject is dock work, and it reaches ships' cargo-handling appliances and loose gear through that route. Under it: lifting appliances and loose gear are periodically thoroughly examined and certified by a competent person, at least once in every twelve months (Art. 23(1)); tested in accordance with national laws or regulations by a competent person before being put into use for the first time and after any substantial alteration or repair to any part liable to affect safety (Art. 22(1)); and, where the appliance forms part of a ship's equipment, retested at least once in every five years (Art. 22(2)). On completion of every test the appliance or item is thoroughly examined and certified by the person carrying out the test (Art. 22(4)). A register is kept in a form prescribed by the competent authority (Art. 25(2)) and comprises the certificates or certified true copies of them (Art. 25(3)).

ILO code of practice — Safety and health in portsSafety and health in ports (ILO code of practice, revised edition 2016), the code associated with Convention No. 152

Gives the Convention's duties their practical form for port and ship's cargo-handling operations: what a thorough examination covers, how a test is carried out, and what is recorded after examination, test and repair. The model register and certificate forms are not in the code — they are the separate ILO publication Register of Lifting Appliances and Items of Loose Gear (Model Form and Certificates as required by Article 25(2) of Convention No. 152).

SOLAS Reg. II-1/3-9Means of embarkation on and disembarkation from ships

Ships constructed on or after 1 January 2010 are provided with means of embarkation and disembarkation — accommodation ladders and gangways — constructed and installed on the IMO guidelines. On all ships they are inspected and maintained in a condition suitable for their intended purpose, and all wires supporting them are maintained as specified in Reg. III/20.4: renewed when deteriorated or at intervals of not more than five years, whichever is earlier. MSC.1/Circ.1331/Rev.1 (28 August 2025, approved at MSC 110) gives the construction, installation, maintenance and inspection/survey guidelines; it supersedes MSC.1/Circ.1331, and parts of it apply to equipment installed on or after 1 July 2026.

SOLAS Reg. V/23Pilot transfer arrangements

Pilot transfer arrangements are provided to the required standard, kept clean and properly maintained, regularly inspected, and rigged and the transfer supervised by a responsible officer of the ship. Mechanical pilot hoists are prohibited.

MS&FV (LOLER) Regulations 2006The Merchant Shipping and Fishing Vessels (Lifting Operations and Lifting Equipment) Regulations 2006 (SI 2006/2184)

On United Kingdom ships wherever they are, and by reg. 4 on ships other than United Kingdom ships while in United Kingdom waters, thorough examination by a competent person at least every six months for lifting accessories and for equipment used to lift persons, and at least every twelve months for other lifting equipment, or to an examination scheme drawn up by a competent person (reg. 12(2)). Testing before first use and after alteration or repair likely to affect the safe working load. LOLER 1998 itself does not apply to lifting equipment forming part of a ship's equipment; MCA guidance is in MGN 332 (M+F).

Questions we are actually asked

Does SOLAS II-1/3-13 apply to our provision crane, or only to cargo cranes?

Yes. Stores and provision cranes are inside it, alongside cargo, hatch-cover, engine-room, hose-handling, tender launch-and-recovery and personnel-handling cranes, their loose gear, and anchor handling winches. Registers, certificates and manuals stay on board; appliances are thoroughly examined annually and load tested at not more than five years, by a competent person acceptable to the flag Administration, to that Administration's satisfaction. Below 1,000 kg SWL the flag Administration decides how far the design-and-construction paragraph (2.1) and the existing-appliance paragraph (2.4) apply; the marking, examination, testing and maintenance regime is not inside that discretion. Appliances installed before 1 January 2026 come in by the first renewal survey after that date.

Are you approved for our flag, and will class and PSC accept your certificate?

No approval claim is published here, for any flag — a supplier's own website is not where a superintendent checks one. Acceptance rests on the flag's requirement for the appliance, the scope of the attendance, and, where the appliance is covered by the ship's class, the society's acceptance of the firm doing the work, which for inspection and testing on a society's behalf runs through IACS UR Z17. A buyer checks those on the flag Administration's own published list of authorised service suppliers and recognised organisations, on its delegations recorded in IMO GISIS, and on the society's published service supplier list. Send the vessel, its flag, the port and the scope with the quote request: the quotation states in writing what is held for that flag, class and scope, and what is not. Verify it on those registers before you book. Port State control approves no supplier in advance: a PSCO looks at the ship's register and certificates and at the appliance itself, and judges whether the examination and test are recorded, in date, and consistent with what is on deck. Can a 5-yearly load test be done inside an 18-hour port stay?

Sometimes, and what decides it is physical, not commercial. A proof load test needs the appliance out of cargo operations for the duration, a clear swing over the water or an agreed part of the quay, the terminal's agreement to the lift, a load that can be made up at that berth, ship's power, a brake that holds, and daylight or agreed deck lighting. Where the berth allows none of that, the test does not happen there, whatever the stay. Send ETA, ETD, the appliance list with SWL, and the berth; the quotation states the hours the work needs and what must be free for it. We publish no turnaround figure.

Do you bring the test load, or do we arrange it?

Say which you want in the enquiry and it is quoted either way. A proof load is made up with certified test weights, with water bags filled from the ship's or the shore's supply, or against a fixed point with a calibrated load cell — which of the three is possible depends on the SWL, the berth and what the terminal permits over the quay. The quotation names the method, who supplies the load, the calibration status of the cells and weights, and the crane time it needs.

What happens if a crane or an item of loose gear fails?

The finding is written up, the appliance or item is taken out of service and tagged at the equipment, and the register entry records it as not to be used until rectified — where an item of loose gear is condemned, its certificate is withdrawn with it. Repair, replacement parts and re-test can run on the same attendance where the part can be obtained in time; what is available for your port and dates is confirmed with the quotation. A re-inspection record follows rectification.

Is the annual thorough examination the same thing as a load test?

No. They are defined terms. A thorough examination is a detailed assessment by a competent person of whether the appliance complies with the Administration's requirements, carried out annually and on completion of any load test, and recorded in the register. A load test applies a proof load above the safe working load: on installation, after repairs or alterations of a major character, and at least once in every five years.

Makes and types we service

The equipment actually found on ships, indexed by category, with the corporate history a superintendent needs — a plate still says Norsafe, Schat-Harding, Germanischer Lloyd. This is what the work covers. It is not a list of approvals: maker authorisation is granted per make and per type, and ours is supplied in writing with a quotation.
