Radio & GMDSS

Radio and GMDSS work divides in two. The periodical radio survey is a flag-State function, under an authority traceable to an Administration. Behind it sits the testing, service and repair it reads: VHF and MF/HF with DSC, satellite terminals, NAVTEX, EPIRB, SART, reserve power and antennas. Send the flag, sea area, certificate dates and the makes and serial numbers off the Record of Equipment; documentation for the quoted scope comes in writing with the price.

The instruments that govern this work, cited as a superintendent would write them. What each one requires of the shipowner — not what we sell.

SOLAS Ch. IInternational Convention for the Safety of Life at Sea, 1974, as amended — Chapter I, General provisions

Cargo ships of 300 gross tonnage and upwards — the ships SOLAS chapter IV applies to (IV/1.1) — carry a Cargo Ship Safety Radio Certificate, issued for a period specified by the Administration and not exceeding five years (SOLAS I/14(a)). Reg. I/9 sets the radio installation's survey cycle: initial, periodical at each anniversary date, renewal, and additional surveys after important repair. On a passenger ship there is no separate radio certificate: the radio installation is surveyed within the Passenger Ship Safety Certificate, which SOLAS I/14 limits to twelve months, and its record of equipment is Form P.

SOLAS Ch. IVSOLAS Chapter IV — Radiocommunications

Chapter IV was replaced in full by IMO Res. MSC.496(105), in force 1 January 2024. The GMDSS installation must match the sea areas the ship is certified for, A1 to A4 — and A3 is now defined by the coverage of the Recognized Mobile Satellite Service supported by the ship earth station actually carried, so a change of satellite terminal can change it. References to Inmarsat are replaced by RMSS (Inmarsat and Iridium are both recognised), NBDP is no longer a GMDSS function, and a VHF EPIRB is no longer accepted in sea area A1. Availability is maintained by duplication of equipment, shore-based maintenance or at-sea electronic maintenance capability as the Administration approves: in sea areas A1 or A2 any one of them, or a combination, satisfies IV/15.6; in sea areas A3 or A4 a combination of at least two is required (IV/15.7). EPIRBs are tested annually within the certificate window and maintained at an approved shore-based facility at intervals not exceeding five years (IV/15.9). Survival-craft two-way VHF and radar SART/AIS-SART carriage now sits in this chapter, at IV/7.2 and IV/7.3.

SOLAS IV/7.2–7.3SOLAS Chapter IV, Reg. 7 — Radio equipment: General

Since 1 January 2024 survival-craft radio equipment is a Chapter IV carriage requirement, not a Chapter III one. Cargo ships of 300 GT and upwards but under 500 GT carry one radar SART or AIS-SART and two two-way VHF radiotelephone apparatuses (IV/7.2); passenger ships and cargo ships of 500 GT and upwards carry one radar SART or AIS-SART on each side and three two-way VHF radiotelephone apparatuses (IV/7.3). IMO Res. MSC.496(105) moved these from SOLAS III/6, whose paragraphs 1 and 2 are now reserved, and they are recorded at items 5 and 6 of the Record of Equipment for Cargo Ship Safety Radio (Form R) — so they are read at the radio survey, on the radio record.

A ship station is licensed by its flag Administration and operated under the identities that Administration assigns — call sign, MMSI, and the identities programmed into DSC equipment and beacons. Operators hold certificates issued under the Regulations.

MED 2014/90/EUMarine Equipment Directive 2014/90/EU

Where an item of marine equipment on the Directive's equipment list is placed on board an EU-flagged ship, it must carry the wheelmark conformity marking. Items outside that list are not wheelmarked and do not need to be. Parts supplied during an attendance are quoted against whichever applies.

What you receive

  • Radio survey report and certificate endorsement — where the attendance is made under an authorisation covering that flag and that scope, issued under that authority and named in the quotation before the attendance, not after
  • Service and test report per unit — make, model, serial number, as found and as left, and the test instruments used, each listed by serial number and calibration due date
  • 406 MHz EPIRB annual test record, with the coded identity read back and verified
  • Reserve-source battery capacity test record and the antenna, feeder and earthing measurement sheet — measured results and the methods used
  • Defect list, with each part identified by part number and priced for the same attendance, and a photographic record of the installation as found and as left
  • Port State Control close-out pack — the deficiency as raised with its code, what was done, and the measured result offered against it, with a signed statement of rectification addressed to the inspecting authority; the decision to clear the deficiency rests with that authority
  • Updated GMDSS equipment inventory referenced to the Record of Equipment — Form R on a cargo ship, Form P on a passenger ship, Form C where the ship holds a combined Cargo Ship Safety Certificate — with the attending engineer's entries in the GMDSS radio log, signed and dated
  • Our documentation for the quoted scope, supplied in writing with the quotation — the granting entity, the scope and the reference where an authorisation covers the work, and a plain statement where none does; every report and record above that we issue reaching you as a signed PDF within five working days of the team leaving the vessel, and within 24 hours where the vessel sails before then or a certificate expires before then, provided you tell us at the order that the date is tight. Questions we are actually asked

Are you authorised to carry out the radio survey for my flag?

The GMDSS radio survey is a flag-State function. It is carried out under an authority granted per flag — by an Administration, or by a Recognised Organisation acting for one. We do not publish the scope of our own authorisations on a marketing page, and we do not ask you to take a claim on trust. Send the flag and the scope: the quotation states in writing what is granted for that flag and what is not — the granting entity, the scope and the reference where an authorisation covers the work — so you check it yourself on that authority's own public register. Where nothing covers your flag for the survey, the quotation says so plainly and prices the testing, service and repair instead.

Will class or Port State Control accept your certificate?

Check it before you book. Where the work is done under an authorisation, the quotation names it, who granted it, its reference and the public register it appears on — so you verify it yourself rather than take our word. Where no authorisation covers your flag for the survey, the quotation says so plainly and prices the testing, service and repair instead. That is contracted work, not a statutory act: the report stands on the measured results, the test instruments named by serial number and calibration due date, and the as-found/as-left record. What weight your flag, class or the inspecting authority gives it is their decision, and we do not claim it in advance.

The vessel is alongside for 18 hours. Can the radio scope be done in that?

Two things decide it. The reserve-source battery capacity test must run with the ship not at sea, so it is booked into the stay, not squeezed at the end — send the alongside window and it is planned around. The other is parts: a failed MF/HF or a beacon past its battery date needs the replacement on board, not on order. Send makes, models and serial numbers with the ETA.

What happens if something fails the test?

It is written up as found, with the measurement that failed it. Where the fix is a part we can supply, the part and the labour are quoted on the spot and fitted in the same attendance. Where it is not, you get the defect in writing, the part number, and what it means for the certificate — before the vessel sails, not after.

Is a radio survey the same thing as radio maintenance?

No, and mixing them costs a day. The survey is a statutory act under a flag authority. Maintenance, testing and repair are contracted work — but not all of it is unrestricted: the EPIRB annual test must be done on board or at an approved testing station, and its five-yearly maintenance at an approved shore-based facility (SOLAS IV/15.9). Availability is a third matter, approved by the Administration (SOLAS IV/15.6, 15.7).

The radio certificate anniversary falls when we are mid-ocean. When must the survey happen?

SOLAS I/9 gives a periodical survey window of three months either side of the anniversary date — six months wide. That window is usually what makes one attendance possible: the radio scope, the safety equipment items and the VDR annual performance test fall in overlapping windows and can be planned into one port call rather than three. Send the certificate dates with the ETA. Where an item needs an authorisation or an approved facility, the quotation says who it is done under before the attendance, not after.

Makes and types we service

This is what the work covers. It is not a list of approvals: maker authorisation is granted per make and per type, and ours is supplied in writing with a quotation.
