Bridge and navigation equipment inspected, performance-tested, serviced, installed and documented in one attendance: the VDR Annual Performance Test (APT) and the AIS annual test, ECDIS and radar performance testing, magnetic compass adjustment, BNWAS and the sensor chain behind them. Every interval below is attributed to the instrument that sets it — regulation, manufacturer's schedule or flag Administration — and where an item may be carried out or certified only by an authorised party, the page says so and the quotation names who that will be.

SOLAS Ch. V, Reg. 18.8Approval, surveys and performance standards of navigational systems and equipment and voyage data recorder

The VDR system, including all sensors, is subjected to an annual performance test by an approved testing or servicing facility, verifying accuracy, duration and recoverability of recorded data; the certificate of compliance is retained on board.

AIS is subjected to an annual test by an approved surveyor or an approved testing or servicing facility, verifying static data programming, data exchange with sensors, and radio performance by measurement and on-air test; the report is retained on board.

MSC.1/Circ.1576Unified interpretation of the provisions of SOLAS relating to the annual testing of the VDR, S-VDR, AIS and EPIRB

A unified interpretation approved on 16 June 2017, not a new requirement. The annual performance tests under SOLAS V/18.8 and V/18.9 are carried out within the time window of the survey required by the Harmonized System of Survey and Certification for the certificate under which the equipment is required — for the VDR, S-VDR and AIS that is the Cargo Ship Safety Equipment Certificate window — and not later than the date the survey is completed for endorsement or renewal of that certificate.

SOLAS Ch. V, Reg. 19.2Carriage requirements for shipborne navigational systems and equipment

Sets what must be fitted — on every ship a properly adjusted standard magnetic compass, or other means independent of any power supply, to determine and display heading; gyro compass, radar, ECDIS, AIS, BNWAS and echo sounder above stated thresholds.

SOLAS Ch. I, Reg. 8Surveys of life-saving appliances and other equipment of cargo ships

Cargo ships of 500 gross tonnage and upwards: safety-equipment annual survey within three months of each anniversary date, plus a periodical survey at the second or third anniversary replacing one annual. Passenger ships fall under regulation I/7.

CIRM GL-001Performance Test Procedure for Electronic Chart Display and Information System (ECDIS)

An industry guideline, not a SOLAS requirement, and it sets no interval. It sets the procedure for an ECDIS performance test — power supply arrangements, colour discrimination, software version against the IHO standards in force, audible alerts, sensor interfaces, ENC loading, UTC and voyage logs — and maps those checks to SOLAS V/19.2 and V/27, IMO Res. MSC.232(82) and MSC.1/Circ.1503/Rev.1. Flag, class or charterer requirements are what make it contractual, and what set any frequency.

Guidance on maintaining ECDIS software. It advises that ECDIS be operated with software kept up to date, so the system continues to meet the applicable IHO standards and the chart carriage requirement of SOLAS Chapter V.

What you receive

  • VDR annual performance test documentation in the form SOLAS V/18.8 names — a certificate of compliance stating the date of compliance and the applicable performance standards, which under that regulation may be issued only by a testing or servicing facility approved for the purpose, together with the download and playback verification record and the extracted data set. This page claims no approval of its own: which facility will attend your vessel, and what its standing is for your flag, is stated in writing with the quotation.
  • AIS annual test report, recording static, voyage and dynamic data as verified — and, where LRIT is in scope, the conformance test report for retention on board, carried out by a party the flag Administration recognises for the purpose and named in the quotation before you commit
  • ECDIS performance test report, with ENC permit status and software version recorded
  • Magnetic compass deviation card, signed and dated by the attending compass adjuster with the place of adjustment, together with the certificate of adjustment — the card for posting at the compass position, the certificate for the file and the entry in the compass deviation book. Most flag Administrations require the adjuster to hold their authorisation; who will attend, and their standing for your flag, is stated in writing with the quotation.
  • Radar, gyro, autopilot and sensor service reports with measured values and serial numbers
  • Defect and recommendation list where an item fails, with the parts required identified
  • Record of Equipment discrepancy list for the navigational outfit — Form E where the vessel holds a Cargo Ship Safety Equipment Certificate, Form C on a combined Cargo Ship Safety Certificate, Form P for a passenger ship
  • Documentation turnaround — the clock starts when the team leaves the vessel, not when the vessel sails. Every report, certificate and record above that we issue reaches you as a signed PDF within five working days, and within 24 hours where the vessel sails before then or a certificate expires before then, provided you tell us at the order that the date is tight. Where a test fails, the report and the defect list keep that clock; the certificate of compliance or test report for that unit is not issued at all until a re-test passes. Questions we are actually asked

Are you approved by my flag Administration, and will class and Port State Control accept your certificate?

Honestly: this page makes no approval claim, for your flag or any other. We do not publish the scope of our own authorisations on a marketing page — a logo or a certificate scan on a supplier's own website proves only that the supplier owns an image editor. What class and Port State Control actually check is the document the regulation names — for VDR the certificate of compliance under SOLAS V/18.8, for AIS the test report under V/18.9 — and the standing of the party that issued it. So ask, and it is answered in writing: the documentation relevant to the job being quoted is supplied with the quotation, naming the party, the scope and the reference, and whatever is granted is then checkable by you on that authority's own public register, independently of us.

We have an 18-hour port stay. Can you do it in that?

Send ETA, ETD, berth and scope; the attendance plan comes with the quote. Teams mobilise 24/7 from the nearest of six bases — Istanbul, Izmir, Iskenderun, Varna, Constanta, London. Unit count and a quiet bridge for the VDR download set the length. Compass adjustment is the early constraint: the vessel must be swung on headings, which many berths do not allow — that job may move to the pilotage.

Can the VDR and AIS tests be combined with the radio survey and the LSA and FFA work in one attendance?

That is what the survey windows are for. A cargo ship's annual safety-equipment survey falls within three months either side of the anniversary date, and the radio survey has its own annual window, so bridge work, radio equipment work, liferaft servicing and extinguisher work commonly fall in the same band. Send the certificate dates, or run them through the survey window planner, and the quote comes back as one plan for the call, stating item by item what is attended and by whom. Several of these items may be carried out only by a party holding an authorisation for your flag; where that applies the quotation names the party and its standing in writing, before you commit, rather than leaving it to surface at the survey.

What happens if something fails the test?

You are told during the attendance. The report records the item, the reading or symptom, and what clears it — adjustment, repair, part or replacement. A failed VDR or AIS test means no certificate or test report is issued for that unit, so it stands open at the next survey. Any part needed is identified and quoted; whether it can be sourced inside your port stay is answered in writing.

Can you work on our make of VDR, ECDIS or radar?

Send makes, models and serial numbers. For a VDR, also the software version and whether the maker's download tool and licence key are aboard — that decides whether the data can be extracted at all. The unit's type-approval documentation sits with the equipment's own certificates rather than on the Record of Equipment, so send that too where you hold it. We publish no manufacturer authorisation claims: what we can and cannot do on a named unit is stated in writing with the quotation, before you commit.

How is an attendance priced?

Per attendance, quoted against your scope rather than a headline number. No rate card is published, and that is a decision rather than an omission: a single-radar coaster and a bridge carrying two radars, ECDIS, gyro, AIS, BNWAS and a VDR are not the same job, and a rate honest for one would mislead the other. What is published is the shape of the quotation. It itemises separately the attendance itself; the charge per unit or per system for each item in the scope; travel and mobilisation to your port; standby, charged in half-hour steps once a team has waited more than two hours past the agreed boarding time; parts and consumables on their own lines; and the shift rate where the work falls at night, at a weekend or on a public holiday. Every line is on the quotation before you accept it, in the currency the invoice will be issued in and exclusive of taxes and duties, and nothing is added afterwards for work you did not agree. Fleet service agreements are planned against a certificate calendar and drydock periods quoted as a package, on those same components.

This is what the work covers. It is not a list of approvals: maker authorisation is granted per make and per type, and ours is supplied in writing with a quotation.
