Fire Fighting Appliances (FFA)

Fire Fighting Appliances is the inspection, servicing, refilling, pressure testing and certification of a vessel's fire systems — extinguishers, fixed CO₂, foam, the fire main, breathing apparatus and detection. Most falls due annually under the guidelines SOLAS II-2 Reg. 14 requires be followed — A.951(23) §9.1, MSC.1/Circ.1432 §7 and MSC.1/Circ.1318/Rev.1 §5; extinguisher bodies, propellant cartridges and CO₂ cylinders are tested hydrostatically at ten years, steel SCBA cylinders at five. It is done by personnel competent for the system. We work the scope in one attendance where the stay allows, and hand back the records, certificates and inventory.

What we do

Portable and wheeled extinguishers

  • Annual inspection of every unit — tag, seal, charge and body condition
  • Recharge and refill: water, foam, dry powder and CO₂ units
  • Five-yearly test discharge of portable units in a drill, then recharge and reseal
  • Ten-yearly hydrostatic testing of extinguisher bodies and propellant cartridges
  • Replacement units can be supplied and entered on the appliance inventory

Fixed extinguishing systems

  • Fixed CO₂ — cylinder contents checked by weighing or level indication
  • CO₂ distribution pipework, flexible hoses, release lines and alarms tested
  • Ten-yearly hydrostatic test of the CO₂ cylinders — a 10% sample rising on failure, and every cylinder before the 20-year anniversary and at each 10-year anniversary after
  • Fixed foam — proportioner testing and concentrate sampling for laboratory analysis
  • Water-mist, sprinkler and deluge — section testing, pump and nozzle checks
  • Fixed dry chemical powder, typically gas carriers — powder, propellant and pipework, two-yearly

Fire main, hoses and pumps

  • Fire hoses pressure tested at maximum fire main pressure — every length inside the five-year cycle, each identified by its own number
  • Nozzles, couplings, hydrants and applicators inspected, function tested and renewed
  • Failed lengths can be replaced where the replacement is supplied with the job
  • Emergency fire pump — starting arrangement, suction lift and delivery pressure
  • International shore connection — presence, condition, gasket, bolts and stowage location

Breathing apparatus and outfits

  • SCBA — annual service, function test, low-pressure warning and demand valve
  • SCBA cylinders — five-yearly hydrostatic test for steel; others per the Administration
  • Breathing-air compressor output sampled and analysed against EN 12021
  • EEBD — inspection, expiry control, replacement and disposal of expired units
  • Firefighter's outfits — suits, helmets, boots, gloves, lifelines and lamps inspected

Detection, closing appliances, documents

  • Fixed fire detection and alarm loops — functional testing, zone by zone
  • Portable gas detectors and explosimeters calibrated against certified span gas
  • Fire dampers and ventilation closing appliances — operation and closure tested
  • Quick-closing valves — remote and local operation tested, then reset
  • Fire control plan checked against the appliances actually fitted on board

The instruments that govern this work, cited as a superintendent would write them. What each one requires of the shipowner — not what we sell.

SOLAS Ch. II-2Construction — fire protection, fire detection and fire extinction (SOLAS 1974, as amended)

Fire protection systems, fire-fighting systems and appliances must be kept in good order and ready for immediate use, and a discharged portable extinguisher must be recharged or replaced with an equivalent unit immediately. Maintenance, testing and inspection are carried out on the basis of guidelines developed by the Organization, under a maintenance plan kept on board (Reg. 14.2).

FSS CodeInternational Code for Fire Safety Systems (IMO Res. MSC.98(73), as amended)

Sets the specification each fire safety system must meet — extinguishers, fixed gas, foam, water-spraying and sprinkler systems, fire detection, breathing apparatus. Equipment must remain to the specification against which it was approved.

Provides the minimum recommended level of maintenance and inspection behind the SOLAS II-2/14.2.2.1 plan: weekly to ten-yearly items for fire mains, hoses, fixed gas, foam, water-mist, powder, detection and breathing apparatus. It does not cover portable extinguishers or fixed CO₂.

Guidelines for portable extinguishers: service at intervals not exceeding one year; test discharge of one extinguisher of each type manufactured in the same year every five years, in a drill; hydraulic testing of extinguishers and propellant cartridges every ten years.

The minimum recommended maintenance for fixed CO₂ systems under SOLAS II-2/14.2.1.2: 30-day visual checks (§4), annual inspection (§5), cylinder contents verified against a 90% charge threshold biennially or at survey (§6.1.1), internal inspection of all control valves every five years (§7), and hydrostatic testing of high-pressure cylinders at intervals not exceeding ten years — a 10% sample at the 10-year inspection, but every cylinder before the 20-year anniversary and at each 10-year anniversary after that (§6.1.2).

Cargo ships of 500 gross tonnage and upwards: annual survey within three months of the anniversary date, a periodical survey at the second or third anniversary, and renewal within five years (I/8). Passenger ships take a renewal survey once every 12 months (I/7); the Passenger Ship Safety Certificate itself is issued for not more than 12 months (I/14).

What you receive

  • FFA attendance report and a service certificate for each system serviced — signed by the attending technician and countersigned on board, naming vessel, IMO number, port, date and the instrument the work was carried out against
  • Fire extinguisher service record and inspection tag for every unit, and, for each pressure vessel landed for hydrostatic test, the test facility's own certificate passed through to you — naming the facility that performed and stamped the test, the test date and the stamped retest date
  • Fixed CO₂, foam, water-mist, sprinkler and fixed detection test report — cylinder by cylinder, section by section and zone by zone, with readings recorded rather than a pass mark, plus the foam concentrate laboratory analysis against the periodical control tests
  • Fire hose and hydrant pressure test record — every length identified by its own number, the test pressure applied, pass or fail, and the lengths replaced
  • SCBA service record per set, cylinder retest certificate, breathing-air analysis against EN 12021, and EEBD and firefighter's outfit records unit by unit
  • Calibration certificate for each portable gas detector and explosimeter, naming the span gas used, that gas's own certificate reference and the calibration date — a record of the check performed against that gas. We publish no accreditation scope for this work, so where your flag, class or charterer requires calibration under an accredited scope, say so at enquiry and we will tell you in writing whether we can document it
  • Fire-fighting appliance inventory reconciled against the fire control plan, and the defect and recommendation list handed over on board before we leave, with any replacement parts quoted
  • Every record dated and carrying its next due date, in a form that files straight into the SOLAS II-2 Reg. 14 maintenance plan — the full pack as signed PDFs within five working days of the team leaving the vessel, and within 24 hours where the vessel sails before then or a certificate expires before then, provided you tell us at the order that the date is tight. A certificate is issued only for what passed: where an item fails, the defect list goes out on that same clock and the certificate for that item follows the re-test. Cylinders landed for hydrostatic test run on their own clock — that facility's certificate reaches you when the test house issues it. Copies and reissues come from docs@shipcertify.com.

Are you approved for my flag?

We publish no authorisation scopes on this site, and no approval certificates — read nothing here as a claim either way. Tell us the flag, the vessel and the scope. Whatever documentation applies to that work is supplied in writing with the quotation — granting entity, scope, reference, and the register you check it on. Where we cannot document the scope for your flag, we say so before you award.

Can you get it all done inside an 18-hour port stay?

Send ETA, ETD, berth and scope. We attend from the nearest of six bases — Istanbul, Izmir, Iskenderun, Varna, Constanta, London — and say what fits the window before you commit. Where the stay is short we split by what the certificate needs first. Time on board for a full FFA scope — every extinguisher, the fire main, hoses and nozzles, detection, SCBA sets, fixed systems and dampers — with two technicians, boarding to landing: a coaster, tug or general cargo ship under about 10,000 GT, 8 to 12 hours; a bulk carrier, tanker or container ship of about 10,000 to 50,000 GT, 14 to 20 hours; above 50,000 GT, 20 to 30 hours, which we run as two shifts or with a third technician to bring it inside one stay. A passenger ship or ro-pax is quoted on the extinguisher and detection-zone count rather than banded. What moves those hours is the number of extinguishers and detection zones, not the deadweight — and cargo work over a protected space, which holds the fixed-system tests until it stops. Will class and PSC accept your certificate?

Acceptance turns on two things: that whoever does the work holds the authorisation your surveyor asks for, and that the record shows what was done. Neither is ours to guarantee on a surveyor's behalf. We publish no authorisation scopes here. Tell us the flag, class society and scope; whatever documentation applies is sent with the quotation, to check on the grantor's public register before you award — and where we cannot document the scope your surveyor asks for, we say so before you award rather than let you assume it. The report carries instrument, interval, unit-by-unit results and defects.

What happens if you find something that fails?

It goes on the defect list with the reason and the instrument it fails against, and you are told on board, not in an email a week later. Parts and consumables required during the service can be supplied with the job, quoted and invoiced against the same attendance. What can actually be fitted before we leave, and what has to be ordered, depends on the item and the port — we tell you which it is on board rather than leaving you to find a second vendor. Which makes and types can be put on board is answered against your equipment list rather than from a stock list published here, because a stock position printed on a website is stale the week after it is written: send the appliance inventory with the scope sheet — make, type, capacity and the date stamped on each unit — and the quotation states, item by item, what can be on board for that attendance, which base it comes from, and what has to be ordered, with the documentation each item carries. Which cylinders go for hydrostatic test, and do they leave the ship?

Portable extinguisher bodies and propellant cartridges at ten years. On a fixed CO₂ bank, at least 10% at the ten-year inspection, rising to 50% then all if any fail — and under MSC.1/Circ.1318/Rev.1 every cylinder goes for test before the 20-year anniversary and at each 10-year anniversary after that. Steel SCBA cylinders run on five years (MSC.1/Circ.1432 §9.4); aluminium and composite to the satisfaction of the Administration. Hydrostatic testing is a workshop operation — cylinders are landed and returned. They go to a facility competent to perform and stamp the test; the quotation names that facility before the work starts, and its own certificate is passed through to you unaltered rather than restated on ours. Plan on 5 to 10 working days from landing to return alongside at a port served from one of our own bases — Istanbul, Izmir, Iskenderun, Varna, Constanta, London — and 10 to 15 working days where the cylinders move through the partner network from a port without a base, or where export and re-import formalities apply to a pressure vessel. The quotation gives the figure for your named port. A fixed CO₂ bank is the long pole: cylinders emptied for test have to be refilled, weighed and refitted before the system is back in service. Where the vessel sails first, tell us at the order which port to return them to and they are held and delivered on a later call.

The Safety Equipment Certificate survey is due. What do you need from us?

The last service records for each system, the fire control plan, the appliance inventory, and the survey date and port. We work the scope against what the surveyor will open — expiry dates, hydrostatic test stamps, foam analysis dates, SCBA cylinder dates — and give you the defect list before the surveyor writes one.

Makes and types we service

The equipment actually found on ships, indexed by category, with the corporate history a superintendent needs — a plate still says Norsafe, Schat-Harding, Germanischer Lloyd. This is what the work covers. It is not a list of approvals: maker authorisation is granted per make and per type, and ours is supplied in writing with a quotation.
